Kunst: Adel verpflichtet

Crusaders 'left genetic legacy'

Scientists have detected the faint genetic traces left by medieval crusaders in the Middle East.

The team says it found a particular DNA signature which recently appeared in Lebanon and is probably linked to the crusades.

The finding comes from the Genographic Project, a major effort to track human migrations through DNA.

Details of the research have been published in the American Journal of Human Genetics.

The researchers found that some Christian men in Lebanon carry a DNA signature hailing from Western Europe.

Four crusades came through Lebanon between the 11th and 13th Centuries - the first, second, third and sixth. The bulk of the crusader armies came from England, France, Germany and Italy; many of the men stayed to build castles and settlements, mixing with the local populations.

The scientists also found that Lebanese Muslim men were more likely than Christians to carry a particular genetic signature. But this one is linked to expansions from the Arabian Peninsula which brought Islam to the area in the 7th and 8th Centuries.

But they emphasise that the differences between the two communities are minor, and that Christians and Muslim Arabs in Lebanon overwhelmingly share a common heritage.

Genetic 'surname'

The legacy of the Muslim expansion has been demonstrated in other studies which looked at the genetics of Middle Eastern and North African populations. But signs of recent European migration to the region are more unusual.

The study focused on the Y, or male, chromosome, a package of genetic material carried only by men that is passed down from father to son more or less unchanged, just like a surname.

But over many generations, the chromosome accumulates small changes, or copying errors, in its DNA sequence.

These can be used to classify male chromosomes into different groups (called haplogroups) which, to some extent, reflect a person's geographical ancestry.

The team analysed the Y chromosomes of 926 Lebanese males and found that patterns of male genetic variation in Lebanon fell more along religious lines than along geographical lines.

A genetic signature on the male chromosome called WES1, which is usually only found in west European populations, was found among the Lebanese men included in the study.

Science and history

"It seems to have come in from Europe and is found mostly in the Christian population," said Dr Spencer Wells, director of the Genographic Project.

"This is odd because typically we don't see this sort of stratification by religion when we are looking at the relative proportions of these lineages - and particularly immigration events."

He told BBC News: "Looking at the same data set, we saw a similar enrichment of lineages coming in from the Arabian Peninsula in the Muslim population which we didn't see [as often] in the Christian population."

Lebanese Muslim men were found to have high frequencies of a Y chromosome grouping known as J1. This is typical of populations originating from the Arabian Peninsula, who were involved in the Muslim expansion.

"The goal of the study was to put some science to the history of this country - which is very rich," said Pierre Zalloua, a co-author on the paper, from the Lebanese American University in Beirut.

He added: "To have these great civilisations - with the Islamic expansion and the migration from Europe - coming to Lebanon, leaving not only their genes but also some of their culture and way of life, it can only make us feel richer."

The Genographic Project was launched by National Geographic in 2005 to help piece together a picture of how the Earth was populated.

The consortium has sold 250,000 DNA test kits and regional centres have taken samples of genetic material from 31,000 indigenous people.

Royal wedding of the Duke of Anjou and the Duchess of Cadaval

Today, Diana Álvares Pereira de Melo, Duchess of Cadaval, and Prince Charles-Philippe d'Orléans, Duke of Anjou, will get married in the Cathedral of Évora. The wedding will be attended by nearly 400 guests, coming from all around the world.

Since her father, D. Jaime, 10th Duke of Cadaval, has already passed away, the bride will enter the church accompanied by her godfather, D. Duarte de Bragança.

A group of nine pageboys and flowergirls will escort Diana down the aisle, including D.ª Maria Francisca de Bragança, daughter of Duke and Duchess of Bragança.

The religious ceremony will be presided by the emeritus archbishop of Évora, D. Jorge Quintal Maurílio de Gouveia.

On this special day, Diana will be wearing an exclusive creation by Carolina Herrera, who is a longtime friend of the family, along with a family tiara, with more than a century, which was used for the last time at the wedding of the bride's great grandparents. It's an exquisite jewellery piece with diamonds and pearls, set on white gold.

The groom, on his turn, will be dressed in a special creation by the house of Christian Dior.

The wedding bands were made by Van Cleef & Arpels, in the famous Place Vendôme in Paris.

The guests were asked to wear tail-coats and the ladies to use hats.

Diana de Cadaval and Charles d'Orleans will have 16 wedding testimonies, among which is D.ª Isabel (Duchess of Bragança), Prince Jean of France (Duke of Vendôme and cousin of the groom), Prince François d'Orléans (brother of the groom), Alexandra of Cadaval (sister of the bride), the Duke of Feria and Countess Cornelia Brandolini d'Adda (cousin of the bride).

After the religious ceremony, a lunch will be served at the Cadaval Palace.

Plumed Prince William becomes a knight

WINDSOR, England (AFP) - Wearing an ostrich-plumed hat and velvet robes, Prince William was on Monday made a Royal Knight of the Garter in a ceremony full of regal pomp.

The prince, second in line to the throne, was formally appointed to the most senior order of British chivalry at Saint George's Chapel in Windsor Castle, west of London.

William, who turns 26 on Saturday, was watched by his girlfriend Kate Middleton, 26, and brother Prince Harry, 23.

The Most Noble Order of the Garter is the oldest order of chivalry in the world, established in 1348 by the queen's ancestor king Edward III.

William is now a Royal Knight Companion and the 1,000th Knight of the Garter.

Wearing their distinctive white ostrich plumes, blue velvet robes and black velvet hats, the knights and ladies were watched by about 7,000 members of the public as they walked from the castle to the chapel for the church service.

Queen Elizabeth II, William's paternal grandmother, formally installed the prince as a Royal Knight.

She officially presented her grandson with the regalia, including a blue garter, sash, robe or mantle and star during an investiture in the Throne Room at Windsor Castle.

The order has a maximum of 24 non-royal members, personally chosen by the sovereign, who is also a member. It is awarded for outstanding public service and achievement.

The queen's children, Princes Charles, Andrew and Edward and Princess Anne are among the royal members of the order.

Former prime ministers Margaret Thatcher and John Major are members.

vendredi 26 – samedi 27 – dimanche 28 septembre 2008

To the attention of the Presidents, the delegates and the members of the European Nobility Associations affiliated to the CILANE

In 2008, the ANF will commemorate its 75th anniversary, so the CILANE decided to entrust France with the organisation of the 18th congress. We have therefore the honor and pleasure to invite you in Versailles from the 26th to the 28th of September.

The congress, which will take place on saturday 27th, will deal with the following subject: the Nobility in the European civilisation. It will consider the responsibilities of the nobility in the integration of the European nations. The nobility played an outstanding part in the construction of the European civilisation and in what resulted in the “European entente” based on the conscience of belonging to the same family of nations and on shared values.

As the nations of Europe are trying to reconstruct their history, we thought appropriate to recall the place occupied by the nobility and to consider what its contribution may be now. More than conflicts, the real mainsprings of history are friendship, concord and mutual aid. Should we give a meaning to the future, we must not overlook our common identity and betray our past. We have inherited the historical, religious, philosophical traditions which resulted in the European civilisation. Thus our social group most vigilantly sees to it that the heritage, the codes, the stories, the values that shaped this Europe are maintained. “Sustainable development” is an old habit with us. Each of us brings his own traditions and culture, but it is in order to share in common consort, like musicians – proud of their art and instrument – who serve the orchestra and play the same music.

We hope that this congress will be, as it used to be in the previous years, a priviledged moment to strengthen the links between our associations and favour exchange of views and mutual aid. It will also be an opportunity for members of our associations to discover or see again prestigious historic sites.

I invite the members of your different organisations to come in great numbers to this “family reunion”; we hope that younger people will be actively present. We shall make a point of accommodating them in families.

Yours sincerely
Noël de Saint Pulgent,
President of the Association for mutual aid of the French Nobility

Proofs of nobility for British abroad: the Hepburn diploma

At the request of a correspondent on rec.heraldry I am posting something interesting here. It purports to be a copy of charter of King James VI & I, dated 16 July 1616, which attests the noble ancestry and good character of an expatriate Scotsman, Captain Daniel Hepburn, “legitimate son of the late Alexander Hepburn,” resident at that time in the duchy of Stettin - Pomerania (the document is addressed partly to Phillip II, Duke of Stettin & Pomerania from 1606 to 1618). Hepburn having been the subject of calumnies against his ancestry, King James wishes all to know that quondam Alexandrum Hepburnum ex legitimo matrimonio et generosis parentibus ortum fuisse, et ex nobilibus familiis tam a paterno quam materno genere descendisse. The document goes on to specify that Alexander Hepburn was son of one John Hepburn, virum vere nobilem et bonarum omnium artium studiosum, and that John Hepburn was ‘nepos’ of the late Patrick Hepburn, Earl of Bothwell, Lord of Hailes, and Admiral of Scotland.

Such documents were not used within England or Scotland. Neither the English heralds nor Lyon were ever in the business of affirming (or requiring) ‘nobility,’ let alone by both paternal and maternal lines. Recently on soc.genealogy.medieval we discussed the 18th-century pedigree and proof of nobility allegedly prepared by the Ulster King of Arms for the father of the first Conde de Clonard in Spain, who came from a minor gentry family of Sutton in County Wexford—this document was alleged to show male-line descent from the baronial Sutton Dudleys, which is apparently false—though the erroneousness of the descent does not necessarily refute the authenticity of the Ulster document.

Similarly, this present alleged Pomeranian Hepburn branch is not found at least in the Scots Peerage, and at least not as near kin or descendants of Patrick Hepburn, 3d Earl of Bothwell, who d. 1556 (SP 2:156-61); however there were a great many more distant male-line Hepburn kin in the 16th century who are not well traced in SP and this John - Alexander - Daniel branch could well belong among them. The truth or falsehood of the descent is irrelevant to the question of the authenticity of the diploma, though a false descent makes it more presumptively suspicious.

I have no experience with authentic proofs of nobility which may have been prepared either by British monarchs or by the heralds or Lord Lyon. The circumstances for the authentic creation of such documents must have been very slim and specific indeed. One can imagine an ambassadorial context in which a monarch might take the trouble to satisfy some other kingdom’s customary concerns over noble extraction for a subject living abroad to be accepted in court or chivalric circles—but one cannot expect this to have been common practice at any point. I would greatly appreciate any references to, or samples of, any similar documents (either authentic or suspect), from the 17th or 18th centuries, or (if any might exist) from earlier.

This document was provided by a correspondent on rec.heraldry, apparently from a notarial register in the Landesarchiv Greifswald. Apparently the descendants of this Alexander Hepburn Germanized the surname to ‘Hebron’ (I have no other information on descendants of this family). The document purports to be a true copy of the sealed original by Johannes Gravius, secretary to the kingdom of Pomerania, but the date of his copy is not indicated and I am unable to find out anything about him online. I also cannot read the small annotation below Gravius’ attestation. The copy as written here is likely at least one generation removed from Gravius’ copy.

Ridiculas UN report: Should Britain scrap Royals?

The United Nations has said that the UK must consider whether they should keep the Royal Family.

The UN's Human Rights Council said the Government should 'think' about holding a referendum on the issue, to see if people would prefer to live in a Republican state with a written constitution.

The monarchy costs each adult in Britain around 62p a year - but even groups representing taxpayers said there was no case for getting rid of it.

The council has 29 members including Saudi Arabia, Cuba and Sri Lanka.

It was the Sri Lankan envoy who raised concerns over the British monarchy.

But a Royal spokesman has said the public haven't haven't displayed any appetite for a referendum.

The UN report was also critical of the UK's treatment of immigrants from Sudan.

Syria accused the UK of discriminating against Muslims and Iran complained about the UK's record on tackling sexual discrimination.

The ancestry of Boris Johnson, the new Mayor of London

This is the text of a letter I have sent to The Times. It might be of interest to you.

"There has been much talk in the last few weeks of the ancestry of Boris Johnson, the new Mayor of London. A lot of the talk has concentrated on his illegitimate descent from King George II on his father's side. Some commentators have referred to his descent from the famous social reformer, Dame Milicent Garrett Fawcett, the sister of the equally famous Dr Elizabeth Garrett Anderson.

The first problem for the "Boris descends from Dame Milicent" story is that Dame Milicent and her husband, Henry Fawcett MP, had only one child, Philippa Garrett Fawcett (1868-1948). So I thought I'd do some digging into any possible connection and see what I came up with.

Mr Johnson's maternal grandfather was the lawyer, Sir James Edmund Sandford Fawcett QC (1913-1991). He was the son of Rev Joseph Fawcett (1878-1950), who was born in Brough, Westmorland. He was the fourth son of William Fawcett (1839-1900), of Augill House, a prosperous Westmorland farmer, the eldest son of Fenton Fawcett (1800-1861), also of Augill House. Fenton Fawcett was christened in 1800 and was the 6th son of William Fenton and Mary Fenton, who were married in Brough-under-Stainmore, Westmorland, in 1775.

So far so good.

Turning now to Dame Milicent's husband, Henry Fawcett MP. He was born in Salisbury, Wiltshire, in 1834 and was the 3rd son of William Fawcett JP and his wife Mary Cooper. This William Fawcett was born in Kirkby Lonsdale, Westmorland, in 1793, and was the son of William Fawcett and Elizabeth Grundy. Henry Fawcett's elder brother, yet another William Fawcett, had children and grand-children in the Salisbury area who I have traced down to 1901.

So, we have two families of Fawcetts, both from Westmorland, but as far as I can see no direct relationship unless it is some where way back in the middle of the 18th century.

So where does this "Boris descends from Dame Milicent" story come from? Is it a strange political myth or is there some substance in it? Is there a relationship which I have yet to unearth?"

THE UNITED NATIONS: MORE TRADITIONAL LEADERSHIP IN AFRICA

The Economic Commission for Africa (ECA) was established by the Economic and Social Council (ECOSOC) of the United Nations (UN) in 1958 as one of the UN's five regional commissions. ECA's mandate is to promote the economic and social development of its member States, foster intra-regional integration, and promote international cooperation for Africa's development.

In 2007, ECA published a very important rapport named Relevance of African Traditional Institutions of Governance. The main facts and observations contained are:
- Invented chieftaincies unsuccessful: in colonial and post-colonial States, chieftaincies imposed, as opposed to chieftaincies traditionally selected by the people, have been largely unsuccessful as they subverted traditional political values;
- Continuity and stability: despite efforts of the post-colonial States to abolish the colonial system of indirect rule and to strip chiefs of most of their authority or to abolish their office, chieftaincy has continued to operate remarkably well in rural areas, as custodians of customary law and communal assets, dispensing justice, resolving conflicts and enforcing contracts;
- Local governance: chieftaincy can be translated into better governance since chiefs serve as custodians of and advocates for the interests of local communities within the broader political structure (i.e. the State, the province ...);
- Collective raison d'être: the conception of traditional institutions that the source and raison d'être of power is the collective good of all members of society, provides a strong philosophical basis for establishing accountable governance;
- Efficiency: over-centralization of power in post-colonial States often obfuscates cpmmunity-based initiatives and democratic practices at the grassroots while only the articulation of indigenous political values and practices can provide good governance through harmonization with modern democratic practices;
- Checks and balances: chieftaincy is accompanied by mechanisms of checks and balances, resulting at the lower levels in chiefs exercising little power beyond presiding over community meetings, where decisions are largely made in a consensual manner;
- No human right violations: in the case of chiefs who submitted to the colonial or post-colonial State, it is not clear if their collaboration with the State worsened or ameliorated the conditions of their communities; chiefs have often presented to district heads the argument that their people would not accept certain measures, and in order to maintain law and order, the district heads often supported the chiefs; f.ex. the South African chiefs under the apartheid system, have never been recorded in the South African Truth and Reconciliation Commission as being engaged in or accused of committing gross human right violations during this period; if chiefs betrayed their responsibility to their communities by collaborating with the State, then the State would be at the centre of the problem;
- Adherence: why would the populations under chieftaincy choose to continue to adhere to the traditional institution if chiefs did not command any accountability or if they treated the population as subjects with no rights;
- Ethnic conflicts: chiefs have the potential to mitigate ethnic conflicts by applying traditional conflict-resolution mechanisms to narrow differences;
- Public service delivery: public service delivery in rural areas has been smoother in areas where government structures have had good relations with traditional leaders;
- Political raison d'être: in a democratic environment where the population exercises control over the activities of the State, the demands that the latter places upon chiefs can be expected to coincide largely with those of the communities; the people can easily vote with their feet by abandoning chieftaincy and embracing the institutions of the State; the State can also easily bypass or dismiss chiefs who lose legitimacy;
- Democratic values: political values in traditional institutions are the same as values highly praised or re-discovered in western democracies i.e. decentralization of power, direct participation in decision-making, resolution of conflicts by narrowing differences, respect for dissent and protection of minority views and interests by requiring consensus on decisions (as compared with State electoral mechanisms where people may vote along ethnic lines); narrowing the gap between the rulers and the ruled through direct participation of all adult males in making and in enforcing rules; equitable access to land, mostly by the communal land tenure system; therefore, the incorporation of African traditional political values into the modern values of governance of the post-colonial State constitutes the critical step in the reconstitution of the African State, too often perceived to be an apparatus of exploitation and oppression;
- Upper houses: the most common form of integration of chiefs into the modern system of governance has been the creation of an upper house or house of chiefs in parliament, with a largely advisory rôle: more of these upper houses of chiefs can be found in the sections of Botswana, Lesotho, Malawi, South Africa, Zambia, Zimbabwe; they are all inspired by the British upper house system.

'Prinses Margarita getrouwd'

Rijswijk, 3 mei.

Adel in Limburg

Prince William To Be Made Knight Of Garter

To mark St George's Day, the Queen has made her senior grandson, Prince William, the 1,000th Knight of the Garter in the 660th anniversary of Britain's oldest order of chivalry, which was founded in 1348 by King Edward III.

William will be invested by his grandmother at a private ceremony soon, after which he will be able to wear the well-known blue sash across his left shoulder and the silver star with the red cross of St George on his chest, as monarchs, royalty and many famous Englishmen have done for centuries.

On June 16, at Windsor Castle, he will be invested with a blue velvet garter around the left leg, below the knee, with the motto, in gold letters, "Honi soit qui mal y pense", which translates as "Shame to those who think evil of it".

Afterwards he will process through the castle wearing dark blue robes, a Tudor hat and ostrich feathers to St George's Chapel to be 'installed' under heraldic banners, helmets and the brass plates of knights that date back to the foundation.

He has been created a Royal Knight, which means that he does not constitute one of the limited number of 26 Knights, or Ladies, Companion that make up the core of the Order.

The statutes limited membership to the English monarch, the Prince of Wales and 24 other Knights Companion.

This is why William's father became a Knight of the Garter at the tender age of nine, because this is when the Queen made him Prince of Wales - and the Garter comes with the job.

One day, when he becomes king, William will be head of the order, or Sovereign.

The first Knight of the Garter was the Black Prince, who was Edward III's eldest son.

The Black Prince led English troops successfully against the French during the opening campaigns of the Hundred Years War, which was about King Edward's claim to the French throne.

For this reason, the colour of the order is blue, which was the royal livery of the kings of France.

In the strict order of knights, William appears as 999. However, historians compiling this list have overlooked the founder, Edward III, who was the uncounted knight, making William the 1000th.

Lord Luce and Sir Thomas Dunne have also been nominated today.

Recent famous knights include Sir Winston Churchill, Lord Montgomery and, more recently Baroness Thatcher.

The Queen opened the order to women in 1987.

Wohin? Natürlich nach München – ins Hofbräuhaus.

Act repeal could make Franz Herzog von Bayern new King of England and Scotland

Gordon Brown is considering repealing the 1701 Act of Settlement as a way of healing a historic injustice by ending the prohibition against Catholics taking the throne.

The Duke of Bavaria, with his niece Elisabeth, is a descendant of King Charles I.

But doing so would have the unforeseen consequence of making a 74-year-old German aristocrat the new King of England and Scotland.

Without the Act, Franz Herzog von Bayern, the current Duke of Bavaria, would be the rightful heir to the British Crown under the Stuart line.

The bachelor, who lives alone in the vast Nymphenberg Palace in Munich, is the blood descendant of the 17th-century King Charles I.

"If it [the Act] goes then the whole Catholic line is reinstated," said Prof Daniel Szechi, a lecturer in early modern history at the University of Manchester.

"Franz becomes the rightful claimant to the throne. We would just exchange one German family for another one."

The Act was introduced as part of the power struggle between Parliament, the Christian churches and the monarchy, then dominated by the House of Stuart.

It prohibits any Roman Catholic from having access to the throne, even through marriage. Once a person marries a "Papist" they shall be "for ever incapable to inherit, possess or enjoy the Crown", it asserts.

The legislation effectively severed the Stuart line of succession, a family who favoured Catholicism, and switched it to their distant relatives the Hanoverians, from which our current Queen descends. James II, the son of King Charles, fled into exile.

The Stuarts stopped making claims to the Crown after the death of Henry Benedict Stuart (known to the Jacobites as Henry IX) in 1807, but there remains bitter feeling among many Catholics at their treatment.

The Royal Stuart Society still holds annual vigils at the bronze statue of Charles I in Trafalgar Square.

The Act of Settlement's reach continues today. Prince Michael of Kent renounced his claim to the throne when he married Marie-Christine von Reibnitz, a Catholic divorcee, in 1978.

Next month Peter Phillips, 30, the eldest grandson of the Queen and 11th in line to the throne, will automatically lose his birthright by marrying Autumn Kelly, a Canadian Catholic.

The Act has recently come under attack from Church leaders and MPs, in particular Scottish MPs, as an unjustifiable discrimination.

In the face of this new pressure, the Prime Minister indicated he would consider abolishing the legislation as it was "antiquated" and discriminatory.

Jack Straw, the Justice Secretary, whose brief includes constitutional affairs, said the Government was ready to consider repealing the Act, although he added that it was an extremely complicated issue.

Dr Eveline Cruikshanks, the author of The Glorious Revolution and a former president of the Royal Stuart Society, said: "They ought to repeal the Act. The language is particularly offensive to Catholics and should go."

Patrick Cracroft-Brennan, the editor of Cracroft's Peerage, said that while theoretically the Duke's claim was good, it could never be actioned because Parliament now effectively chose the monarch.

"It is a very interesting hypothesis and theoretically he is the head of the House of Stuart," he said. "But the Government effectively chooses the monarch now and it is highly unlikely to remove the Windsors from the throne."

As for the Duke of Bavaria himself, he is a reluctant heir.

The graduate in economics, who values his privacy, has always laughed off pretensions to the British crown and prefers to concentrate on his modern art collection.

Baron Marcus Bechtolsheim, the president of the administration of the Duke of Bavaria, said: "The Duke generally does not comment on this issue because he sees it as an entirely British question which does not concern him. And he regards it as a purely hypothetical issue.

"Even if this change in Britain happens, it won't change his attitude. All this interest in his opinion makes him smile because, really, he is very happy and satisfied with being the Duke of Bavaria."

The Red Baron (German title: Der Rote Baron) is an upcoming 2008 feature film about legendary fighter pilot Manfred von Richthofen.

Plot
Baron Manfred von Richthofen is the most feared and celebrated pilot of the Imperial German Air Service in World War I. To him and his companions, air combats are events of sporty nature, technical challenge and honorable acting, ignoring the terrible extent of war. But after being wounded in action, he falls in love with the nurse Käte and realizes he is only being manipulated for propaganda. Torn between his disgust for the war and his duty to his men, von Richthofen sets out to fly again.

Controversy
It has been reported that the movie portrays Canadian pilot Roy Brown killing the Baron. Modern research has shown that Brown could not have killed von Richthofen, as he did not fire at him from the angle at which the fatal bullet approached, or within the right timeframe, although he was given credit for it by the Royal Air Force. It is now believed that Australian machine gunner Cedric Popkin, or another Australian soldier, killed the baron.

Director Nikolai Müllerschön has said:
A meticulous reconstruction of the Baron's life and the historical setting was not uppermost in mind, that didn't interest me so much. It is more important to see what is relevant for people today. I saw no sense in making the film like a well-researched documentary. However, during my preparation on the film and looking into the story of his life, the man seems to be more like how I thought he should be.

There has never been any historical evidence to purport the story that Manfred von Richthofen was ever romantically linked with his nurse.

Nederland egalitair? Het landschap wel, de bevolking geenszins.

Lords' membership cut considered

Membership of the House of Lords could be almost halved under proposals to replace peers with elected members.
The Financial Times says a cross-party working group is considering if there should be fewer than 400 represented in a reformed upper chamber.

Justice Secretary Jack Straw, who is leading the review, has said a "comprehensive reform package" would be in Labour's next election manifesto.

A White Paper of proposals is due to be published before the summer recess.

Reform commitment

Last year MPs voted for either a wholly or 80% elected upper chamber.

The Lords want to keep the current system of an all-appointed membership.

The FT reports that there was still debate over whether hereditary peers would be removed from the house immediately, and the details of election to the new chamber.

A Ministry of Justice spokesman said: "We will be bringing forward proposals for House of Lords reform in due course. We hope to publish a White Paper before the summer recess."

Last summer, Mr Straw said he was committed to reform but conceded there was still "some way to go" and stressed the need for consensus.

The Conservatives and Liberal Democrats both supported reform of the Lords.

THE 79TH GRAND MASTER OF THE ORDER OF MALTA

Rome, 11 March 2008

Fra' Matthew Festing, 58, an Englishman, becomes the 79th Grand Master of the Sovereign Military Hospitaller Order of St John of Jerusalem of Rhodes and of Malta, elected this morning by the Council Complete of State (the Order’s electoral body). In accepting the role, the new Grand Master swore his Oath before the Cardinal Patronus of the Order, Cardinal Pio Laghi, and the electoral body. He succeeds Fra’ Andrew Bertie, 78th Grand Master (1988-2008), who died on 7 February.

The new Grand Master affirms his resolve to continue the great work carried out by his predecessor. Fra’ Matthew comes with a wide range of experience in Order affairs. He has been the Grand Prior of England since the Priory’s re-establishment in 1993, restored after an abeyance of 450 years. In this capacity, he has led missions of humanitarian aid to Kosovo, Serbia and Croatia after the recent disturbances in those countries, and with a large delegation from Britain he attends the Order’s annual pilgrimage to Lourdes with handicapped pilgrims.

Educated at Ampleforth and St.John’s College Cambridge, where he read history, Fra' Matthew, an art expert, has for most of his professional life worked at an international art auction house. As a child he lived in Egypt and Singapore, where his father, Field Marshal Sir Francis Festing, Chief of the Imperial General Staff, had earlier postings. His mother was a member of the recusant Riddells of Swinburne Castle who suffered for their faith in penal times. He is also descended from Sir Adrian Fortescue, a knight of Malta, who was martyred in 1539.

Fra' Matthew served in the Grenadier Guards and holds the rank of colonel in the Territorial Army. He was appointed OBE (Officer of the Order of the British Empire) by the Queen and has served as her Deputy Lieutenant in the county of Northumberland for a number of years.

In 1977 Fra' Matthew became a member of the Order of Malta, taking solemn religious vows in 1991.

As well as his passion for the decorative arts and for history, for which his encyclopaedic knowledge of the history of the Order is legendary, as is his very British sense of humour, Fra' Matthew spends any free time possible in his beloved Northumberland countryside.

English ‘title’ offered as TV promo

I haven’t actually seen the cable TV serial “The Tudors” but I can understand heavy marketing for its new season to cash in on the recent theatrical release of the unrelated Boleyn film (which owes much to the work of genealogist Tony Hoskins, a probable Henry VIII descendant via one of Mary Boleyn’s ‘Carey’ children). But at any rate today my eye was caught by a glossy magazine spread —

— promoting “The Tudors,” featuring Jonathan Rhys Meyers and Natalie Dormer (as Henry VIII and Anne Boleyn) wearing things unlikely to have been designed in the 16th century. But the text was even more interesting: a sweepstakes offer tied into the show, offering $50,000 plus an “authentic English title such as lord or lady” to a lucky entrant. Presumably a lordship of the manor?

In the fine print of the promotion rules there is the following:

Prize: One (1) Grand Prize includes … an authentic English title such as “Lord” or “Lady”. English titles shall be awarded subject to then-current English legislation, and are non-inheritable and for show purposes only. …

What on earth is a ‘title such as lord or lady’ which is ‘non-inheritable and for show purposes only’? This cannot describe a lordship of the manor, which may be freely bought and sold. Unless the promoter can arrange to have some sort of private lease or lifetime grant of such a lordship, while retaining ownership? At any rate, American credulity in the matter of aristocratic titles is profound and endless, but this seems to plumb a new depth.

Adel in Bayern

(Edgar Allan Poe, Marginalien)

(Johann Gottfried Seume, Apokryphen)

Princess Margarita to marry

The Netherlands' Princess Margarita de Bourbon de Parme has announced she is set to wed fiancé Tjalling Ten Cate and pregnant with his baby.

The couple are planning a low-key May wedding and expecting their first child together in August.

In a statement the pair described themselves as "very happy", before asking the media to respect their privacy over the coming months.

Maragarita and Tjalling first met two years, and have lived together in Dutch capital city Amsterdam for much of that time.

Bank worker Tjalling, 32, was first introduced to the Dutch public earlier this month when he joined the 35-year-old princess at a party in the capital, thrown for her aunts Queen Beatrix and Princess Margriet.

It is believed they broke their happy news to the rest of the royal family at an intimate gathering following the party.

Margarita divorced first husband Edwin De Roy van Zuydewijn, who she wed in 2001 against the wishes of her family, in 2006.

In 2003, the couple had become embroiled in controversy after accusing the Dutch Secret Service of spying on them and obstructing the business of Edwin's company Fincentives.

It was later revealed the pair had been investigated at the request of Queen Beatrix's personal cabinet.

Grand master of Knights of Malta, Fra Andrew Bertie, dies at 78

ROME - Fra Andrew Bertie, a descendant of Britain's royal Stuart family who was grand master of the Knights of Malta, has died, the ancient lay Roman Catholic order said Friday. He was 78.

Bertie, who was the 78th grand master of the 900-year-old charitable order, died Thursday in a Rome clinic, the group said in a statement. No information on the cause of death was given.

Bertie was elected to lead the order in a secret conclave in 1988. He is credited with modernizing the group's humanitarian programs, increasing membership as well as boosting diplomatic relations and extending its reach in troubled and far-flung regions, the statement said.
